Апстракт

This Technical Specification defines and explains terminology implementation capability model for all healthcare settings and terminological resources. This is intended to be the second in a three-part set of documents.
Part 1: Characteristics (published)
Part 2: Capability
- Define the capability of a health information system to use terminological resources to deliver specified functionality (referencing ISO 17117). This includes clarification that such functionality can be delivered by the terminology resource, through the information model, though local implementation and through combinations of these approaches.
Part 3: Maturity
- Defines the progression of implementation of terminology capability in information systems. The maturity model helps vendors, implementers, project leaders and decision makers to:
o Benchmark where their organization or product stands in relation to others with respect to terminology implementation
o Assess the areas of strength and performance gaps in implementations
o Identify specific steps that might be taken to close gaps and move to the next stage of maturity
o Communicate progress to the broader community and within the organization

This technical specification addresses terminological resource implementation across:
- Health records and Health data
- terminology in all systems which contribute to, are part of, or use information from electronic health records.
- Procedural systems (functions, governance etc)
- identification of functionality supported by terminology implementation (against which maturity can be measured) for different use cases including, healthcare, policy, and technology
- Tooling support - analysis of the functionality offered/ required by tooling to support terminology implementation and operation
- Identification of measures associated with maturity (part 2)
This document will consider the terminology capabilities required to meet specific use cases in implementation of terminological systems in healthcare systems such as:
- choice of terminology resource to represent concepts appropriately,
- user interface issues,
- requirement for retention of meaning in health record content
- implementation functionality associated with EHR functionality requirements
