The Rulebook on Determining the List of Serbian Standards in the Field of General Product Safety was published in the "Official Journal of the Republic of Serbia", No. 20/21 10 March, 2021. The reference list of harmonized European standards in the field of general product safety, as well as amendments to the reference list of relevant harmonized standards of the European Commission published in the "Official Journal of the European Union" in December 2020, is taken over by this Rulebook.
The Rulebook entered into force on 18 March, 2021, and has been applied since 1 June, 2021. However, the application of two standards from the List of Serbian Standards in the field of general product safety has been postponed to a later period so that manufacturers have enough time to prepare their production in plants to meet the requirements of these two standards: SRPS EN ISO 12863:2018, Standard test method for assessing the ignition propensity of cigarettes and SRPS EN 16156:2018, Cigarettes - Assessment of the ignition propensity - Safety requirements. These standards are on the list of standards of the European Directive 2001/95/EC on General Product Safety (GPSD), which has been transposed into our legislation by the Law on General Product Safety ("Official Gazette of RS", No. 41/2009 and 77/2019). The ISS NTC E126, Tobacco, Tobacco Products and Lighters is in charge of adopting these standards.
Full application of the Rulebook on determining the list of Serbian standards in the field of general product safety begins on 1 January, 2023, when the application of the mentioned Serbian standards SRPS EN ISO 12863:2018 and SRPS EN 16156:2018 begins. In order for producers and importers of tobacco products to be able to place their products on the market of the Republic of Serbia, the requirements of the stated standards must be met by that date. The application of the requirements of the market standards will be controlled by the market inspection.
