Is EU Regulation 305/2011 (CPR) in force in Serbia?

EU Regulation 305/2011 (CPR) is not directly applicable in Serbia. However, the CPR has been transposed into Serbian law through the Law on Construction Products ("Official Gazette of RS", No. 83/18) and its subordinate legislation. These laws and regulations apply to the placing and making available on the market of construction products in the Republic of Serbia, together with the technical regulations for construction products.

How to know if a construction product with an appropriate mark of conformity can be installed in an object/building?

The Declaration of Performance (DoP) that accompanies a construction product when it is placed on the market contains, among other things, the performance of the essential characteristics of that construction product and its intended use. This information should be compared with the requirements for the level/class of performance of the essential characteristics of a specific construction product as defined in the technical documentation by the responsible designer for installation in a specific object.

Should all construction products placed on the market be marked with the Serbian mark of conformity?

All products that comply with the requirements of a Serbian technical specification (a Serbian standard that transposes a harmonized standard for construction products, a Serbian standard referred to in a technical regulation, or a Serbian assessment document) or a technical regulation for the placing on the market of construction products as determined by the Law on Construction Products must be marked with the Serbian conformity mark, unless they are marked with the CE marking, and there is no domestic technical regulation for their placing on the market.

Is a construction product marked with the CE marking better than another construction product that is not marked in this way?

The CE marking on a construction product indicates that the product complies with the requirements of the EU harmonized legislation. The CE marking is not a mark of quality of the construction product, but rather of the fulfillment of safety requirements from the standards.

Do national standards for construction products still apply? Can I put a construction product that complies with such a standard on the market?

The application of standards is voluntary except when they are referenced in a technical regulation. In such cases, the application of the standard is mandatory.

Technical regulations for construction products that referred to national standards have been repealed. Certificates of conformity issued in accordance with such regulations are valid until the expiration date of the certificate of conformity.
