In the Republic of Serbia, the Regulation on Electrical Equipment Intended for Use Within Certain Voltage Limits (“Official Gazette of RS”, Nos. 25/16 and 21/20) is applied, hereinafter referred to as the Regulation. This Regulation is aligned with all principles and essential requirements of the Directive 2014/35/EU of the European Parliament and the Council of 26 February 2014 on electrical equipment intended for use within certain voltage limits, which has been applied in the European Union since 20 April 2016. The Ministry of Economy, specifically the Sector for Quality and Product Safety, is responsible for the adoption and implementation of this directive in the Republic of Serbia. The Regulation has been in effect in Serbia since 1 July 2017. The Regulation Amending the Regulation on Electrical Equipment Intended for Use Within Certain Voltage Limits were published in the “Official Gazette”, No. 21/2020, on 6 March 2020. Among other things, these amendments replace and withdraw the provisions related to placing the Serbian conformity mark on products two years after Serbia's accession to the EU or the signing of the “ACAA” agreement, as well as the obligation to obtain Certificates of Conformity, effective from 1 January 2022.
Scope of Application of the Regulation - According to Article 3 of the Regulation, it applies to electrical equipment intended for use within voltage limits between 50 V and 1,000 V for alternating current and between 75 V and 1,500 V for direct current. It covers a wide range of electrical equipment for both consumer and professional use, such as household appliances, cables, power units, laser equipment, certain components, fuses, etc.
Electrical equipment to which the Regulation is NOT applied tois defined in Article 4 of the Regulation. This includes electrical equipment intended for use in explosive atmospheres, for radiological and medical purposes, for lifts for transporting people and goods, electricity meters, household plugs and sockets, electric fence controllers, radio interference devices, and more.
As an aid in the application of the Regulation, the Guide for the Application of the Regulation on Electrical Equipment Intended for Use Within Certain Voltage Limits can be used (see: https://www.tehnis.privreda.gov.rs/en.html).
Based on the Regulation, it is clearly identified which requirements individual electrical equipment must meet and how this is demonstrated. Additionally, for some electrical equipment (or devices), it is not enough to meet the conditions of this Regulation alone, as it may be necessary to meet the requirements of several regulations depending on the structure and construction of the electrical equipment. This relationship between the safety requirements of electrical equipment and the provisions of one or more EU directives is given in the annex of the Serbian standard that adopts the European harmonized standard.
Presumption of Conformity Based on Serbian Standards Representing the Adoptions of Harmonized Standards
The essential elements of safety objectives that electrical equipment must meet are provided in Annex 1 of the Regulation. They consist of general conditions, protection against hazards that may arise from electrical equipment, and protection against hazards that may be caused by external influences on electrical equipment.
