In the Republic of Serbia, the Rulbook on Safety of Machinery (“Official Gazette of RS”, Nos. 58/16 and 21/20) is applied, hereinafter referred to as the Rulebook. This Rulebook is aligned with all principles and essential requirements of the Directive 2006/42/EC of the European Parliament and the Council of 17 May 2006. The Ministry of Economy, specifically the Sector for Quality and Product Safety, is responsible for the adoption and implementation of this directive in the Republic of Serbia. The Rulebook has been in effect in Serbia since 1 September 2016, when the previously valid Rulebook on Safety of Machinery (“Official Gazette of RS”, No. 13/10) ceased to be applied. The Rulebook Amending the Rulebook on Safety of Machinery was published in the “Official Gazette”, No. 21/2020, on 6 March 2020. Among other things, these amendments replace and withdraw the provisions related to placing the Serbian conformity mark on products two years after Serbia's accession to the EU or the signing of the “ACAA” agreement, as well as the obligation to obtain Certificates of Conformity, effective from 1 January 2022.

This Rulebook prescribes the following: essential health and safety requirements outlining the fundamental safety principles that machinery must adhere to during design and manufacturing, as well as other requirements that must be fulfilled for their placing on the market and/or use; contents of the Declaration of Conformity and the Declaration of incorporation of the partially completed machinery; contents of the technical documentation; conformity assessment procedures; requirements that must be fulfilled by the conformity assessment body in order to be a notified body; mark of conformity and marking the conformity; 

Scope of the Rulebook – According to Article 2 of the Rulebook, which determines its scope and area of ​​application, that is, the products to which it is applied, seven categories of products to which it is applied to are prescribed, namely: machines; replaceable equipment; security components; lifting accessories; chains, ropes and conveyor belts; replaceable mechanical power transmissions and partially completed machines. 

Machinery, i.e. products the Rulebook does not apply to – The Rulebook does not apply to machines, that is, products when it comes to hazards from Annex 1 of the Rulebook, if those hazards are more closely regulated on the basis of other special regulations. If the special regulations cover only certain hazards related to a specific product, that product falls within the scope of the Rulebook for other hazards.

If it is taken into account that the list of machinery, i.e. products to which the Rulebook does not apply, is large, we refer the users of this portal to article 3 of the Rulebook in order to view the list of those machines.

On the day of the start of application of this rulebook, its previous edition, that is, the Rulebook on Machine Safety („Official Gazette of the RS“, No. 13/10), ceases to be valid, while the following regulations cease to be valid on the day this rulebook enters into force: 

1) Rulebook on technical and other requirements for drawn steel wire for ropes for cranes („Official Gazette of RS“, No. 56/09); 

2) Rulebook on technical and other requirements for firefighting trailer ladders („Official Gazette of RS“, No. 56/09); 

3) Rulebook on technical and other requirements for drawn steel wire („Official Gazette of RS“, No. 56/09); 

4) Rulebook on technical and other requirements for chain steels („Official Gazette of RS“, No. 56/09); 

5) Rulebook on technical and other requirements for rescue vehicles from heights („Official Gazette of RS“, No. 74/09).
